America had gone through a night of chaos after the new president Bernie Sanders announced that he will stop paying attention to any form of international responsibilities, this includes funds to different trade deals, environmental protecting act, and of course, UN's annual fee. This immediately sent the whole international society into agony.

According to the president, "we have paid too much money to other people, to the riches, and to those who don't need our money. Now it is finally our chance to dedicate our budget on those who truly needed the money." It is reported that Sanders has decided to start a 95% tax over an annual income of a mere $24,000 USD, meaning that any income over 2000 per month (equivalent to 60,000 TWD) is considered taxable. Meanwhile, Sanders plans to use this money to kick off a super-UBI program, which grants each household a freedom dividend of $20,000 per year. When asked what's going to pay for his plan, Sanders says, "well, the money given to the UN would pay, Bill Gates will also pay, in fact, his assets let alone can probably fund my program for a decade."
President's action has quickly drawn a group of entrepreneurs who now fear their hard-earned money will be vastly gone to those who don't work as hard. They plan to flee into nearby countries, which also caused difficulties on the immigration network. Meanwhile, Sanders remains popular among Americans as polling shows 72% of the Americans still have his back, which correlates to the number of people who earn below 2000 per month in America.
Several questions now lie to wait for a solution. First and foremost, without America's fee to the UN, which itself alone contributed more than 15%, UN will soon face fund-shortage, and without those funds, scientific researchers, military coalitions, environmental protections and peace-keeping may all cease soon. Additionally, the UBI system itself in the US may also need a reconsideration, though less urgent. Starting from the most urgent issues, work yourself out to prevent a disaster strike the world!
Special Rules:
The Crisis will last for 65 minutes
Starting from the third minute, the delegate of the USA will call for a group of different countries to vote no to any draft directive, one per minute.
For example, there were originally 62 delegates on the floor. Suppose the Crisis starts at 5:00, on 5:03, a random country will be added to the floor and it will count for an automatic no. Hence, the later the negotiation went, the bigger the consensus you'll have to reach.
